should i complain about my neighbours dog?

My garden and my next door neighbours gardens are seperated by a wooden fench, mesh wiring and some shrubs. They are a massive dog I think its a great dane that barks all the time. When ever me or my kids are in the garden the dog is quite agressive, it growls and barks through the mesh wiring. Its got to a point were my 3 year old won’t play in the garden any more cos she is scared of the dog. Only today when we went out of the door we walked down the drive and there is part of the fench that has no mesh wiring so the dog was able to get its head through and carry on barking and growling, I’m a bit concerned that it may be able to get through the fench at some point and who knows what could happen. I do feel sorry for the dog cos I have never seen the couple and their four children take the dog out for a walk and I have seen the kids on several occasions hit the dog. I’m not sure weather I should just go and report it? What do you think?

Yeah, you have the right to do that.
Most cities have ordinances against dogs going on barkathons, or at least general noise ordinances that include barky dogs. If your dog barks long and loud and someone complains repeatedly, you may wind up having to pay a fine or even get rid of your dog. You could also be sued for money by an angry neighbor in small claims court.
